11 sts = 3 inches; 8 rows = 5 inches in pat. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. The needle or hook size called for in the pattern is based on what the designer used, but it is not unusual for gauge to vary from person to person. If it takes you fewer stitches and rows to make your swatch, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.
Making a Gauge Swatch
Exact gauges is not imporant to this project.

Rows 5-58: Rep Rows 3 & 4.
Fringe: Wind a single strand of yarn around a 6 inches piece of cardboard.
Cut at one end, making 12 inches long strands.
Using 3 strands per fringe, fold strands of yarn in half to form a loop, insert hook through back of work, drawing loop through, then bring ends through loop and tighten.
Attach one fringe to point at center back and one fringe on each side, then one fringe in end of each row along lower edges.
Trim fringe evenly.
